Is it possible to make a menu of the categories? What I want is that if a user clicks on 'blogs' in the menu he will see not the latest blog but a menu with the categories he can click on (and then lists the blogs).

Yes, the subcategories blocks in the category's settings serve this purpose.

You will also need to enable Catalog Mode in the (same) category's settings.
