I just setup the contact form once i sent a test message i received this error message:

"

Could not instantiate mail function."

Kindly advice

This means the PHP mail or SMTP settings where not correct.
If you are using SMTP then you should ask the mail provider the port settings and whether he supports SMTP or not.

In any other case make sure this a global thing (Joomla! cannot send an email) and contact your hosting provider.
