The whole page cannot have parallax effect.
You can use one of the parallax modules instead. The slider or the callout.

Sure,

Both are K2 Content modules.
The callout template is best suited for onw or two items, while the slider template is better suited for more items.
Please note that the slider template is better used with the Simple Line icons.
