I try to make simple adjustments in template parameters like changing the logo and copyright info, ect. It says changes were made successfully but the parameters area doesn't retain the changes nor does the front end reflect such changes.

Also, something I think is odd is that the "template specific" tab has always been empty. Why would there be a tab with nothing in it?

Are you using the template's latest version -1.1.2 ?
This version solves the issue you are describing.

When you update make sure to clean both Joomla!'s cache and your browser's cache as well.

I've done this and template still does not save.. very dissatisfying issue.

using latest version -1.1.2
joomla Joomla! 3.1.5
cleaned cached
cleared joomla cached
tried different browsers
