Whats the dufference was created by site2011

I have two sites showing FPSS

bpjoinery.cloudaccess.net/

cymrualliance.cloudaccess.net/

In the bpjoinery site the text title links to an article but in the cymrualliance it will not

The settings look the same to me

Why does one work and they other not ???
