is there a limit to the amount of user blogs you can have?

hopefully its as many as you need....

Depends on your hosting too :D , shared hosting not so good to have too many. VPS would be good.

I've used godaddy before without any issues, mostly small sites. Performance for large sites? you might want to google and read some forum discussions.
