42. <?php foreach($this->form->getFieldset('user-permissions') as $field): ?>

find and change
<?php foreach($this->form->getFieldset() as $field): ?>

is work

I have changed that line, but nothing happen
I use J15 and K2 2.5.4.

Do not change anything. Update K2 and the list should appear. If not it's an issue of the template not K2.
