K2 plus Multi Permissions / Categories

Hello everyone, sorry for a complex noob question, (or perhaps not a noob question) but there is a complex task I'm trying to complete. Specifically:

We are trying to find a way to (with K2 as our blogging system) allow users to post blog posts only to specific categories (and no other categories, and no rights to set the post as featured, an administrator would later decide that).

And then we would like to find a way to make these blog categories, which are essentially the blogs of individuals, to show up in other areas of our site (essentially, blog categories different from the category the blogger posted in).

In other words, we want to give Bob Smith the permissions to post to a category blog called "Bob Smith", and then occassionally we want to include one of Bob Smiths posts into a category called "Trees."

I've looked at multi-category extensions for K2, but I don't see any of these that are compatible with Joomla 1.7...

And I'm sort of lost in terms of how I could accomplish this task.

If you set up the Bob Smith blog, you could use tags and the tag view to set up the "mixed" listing

Thanks William, but the pitfall I see with that is the permissions side.

1. How would we keep Bob Smith's blogging from deciding that his articles would end up in the featured category?

2. How would we keep Bob Smith's blogging from deciding that he wants his post to end up in all of the tags?

We want to be able to give people the potential to do their own blogging, but without that affecting the activities of everything else on the site.

Edit the front end add a record, and remove the featured and tag ability from the display

Uhm.. William I don't understand. What do I need to do to do that?

You mean the k2 menu item, edit an item, right? I don't see any option in the menu item related to featured and tags?

Would you mind clarifying the steps? I'm sorry but I really am a K2 noob..
