I am trying to move the div. itemAuthorBlock to the top of the article on the item.php file.

How do I move the code without breaking the php?

Any help would be appreciated.

If you are working in the item view, create an override for that category, select it in the category parameters, then goto the override directory and edit item.php there. Move the entire block starting with the if statement all the way to the endif that corresponds to the area you want.
Look in the documentation section for info on creating overrides.

There must be some other code rather than the start and end if statements as it causes the item page to appear blank even if i take the whole block.
