The site is for authors (current or would be) to be published online and sell the rights to read their writings. They decide the price to be put on their book and if someone reads and thus pays for that, the author gets back 75% of the cost. The reader gets to download the book or read online for as long as they have an active account at the site (all accounts not used for a calendar year are deleted) so that if their computer etc dies and takes everything with it, they can come back to the site and still read the book they paid to read.
