I have a few issues with the tag ITEM display.

After editing the parameters as seen attached...all options ticked SHOW.

1. Where is my READ MORE button?
2. Where is my full text?
3. Where is my attachment downloads connected to this item?

If by default it's not available, how I can I add code to display these?

Are you referring to "Default parent menu for tag listings (optional)", which is already set to NEWS.

I'm not sure if your post answered any of my questions?
