I am new to Joomla and K2 and am building a new site. Would like to make it so that people can only coment or rate items once logged in. Does anyone know if that is possible please?

Just answered part of my own question - found the setting (in parameters) that restricts coments only to those logged in - YAY!

So what about ratings???

You have Global setting for comments in K2 parameters where you can set "Enabled for registered users only".

Regarding ratings, you can create template override and then wrap this code around ratings block (look for html comment :<!-- Item Rating -->):
