I would like to allow certain users (store owners) to be able to upload merchandise to sell. What is the best way to do this so only approved users are allowed to upload and ad descriptions to their own merchandise?

You can create a K2 user group for the store owners and assign them to that group. Through that group you can set up the access you want for your users.
