Im making changes to the category setups, item setups, and item content.. and it takes a good 30 minutes for the changes to appear on my website, this is really slowing down my development and design process, why is this happening? has anyone run into a similar problem?

Hi. This is called caching. It's a mechanism to help poor servers to handle applications like Joomla!. Details regarding Joomla! caching can be found at docs.joomla.org/Cache.
