Can someone help me with where the style is begin controlled from

It is the k2.css file.
You have to override if you do not want to lose any changes when you update.

I figured it out but I am still baffled as to where that style tag came from

I just added my background color and labeled it !important

In the same post, it describes the method to override php files as well.

Use this to locate item.php and the comments form to find the inline styling.
