is it possible to set the frontend submit page not in popup?

You can have it in a menu and open it in a new window, but on the lists or the item (edit button) it should be on a modal.

You can however change the modal to resemble inline editing.

By default (in the default templates) Joomla!'s modal is being used, Squeezebox.
Check the class="modal" part.
You can change the lightbox engine entirely and use another one.
