I do not understand how I actually can enable the norwegian language on my site.
If I choose Norwegian language on my items they won't show, and if I choose norwegian language for my frontend the page redirects too many times, making it impossible to open the website on Safari.

Where do I actually go to change my language on the site in my administrator configurations so that it becomes the default language for all modules, components, extensions, items and categories?
