in my k2 site i give access to one user group to add articles
now i want to give access to read and publish item for my manager group they should see all articles in front end like back end panel

You can create a new user group and grant them permission to all categories. Then assign all managers to that K2 User groups.

but i want to know how they can see list of articles in front end and manage them ?

You can create a menu called eg: content and leave the category selection empty.

This way a) all your items show up there
b) orphan tags and authors have their own urls thus avoiding double content.
