This has properly been asked before, but I could not find it.

I am making a site where users can rate the K2 article. How do I set it up, so only registered users can rate?
Clearly everybody should be able to see the ratings (the stars), but only registered users should be able to rate.

This can either be done with a template override or with an extension.
If you want it to develop it yourself you need to perform a check using Joomla!'s user object docs.joomla.org/Accessing_the_current_user_object .

If the user is registered show him the regular form, else show him the start with a different HTML id so the user cannot vote.
