Can people submit to a directory made with K2
Is there a payment system that could be integrated to charge for submissions
Is there a template similar to your extensions directory?

I am not a newbie to Joomla but am totally new to K2

The directory you are seeing is a custom template made with K2.
As for charging for submissions, you can look for an extension which charges users for subscribing into certain groups.
