I cant able to change leading count or primary count or secondary count, changes in display settings for the category was not affecting in the live website. It works with default settings no matter what we change.

If that category is inheriting its settings from another category then you need to change the 'master' category's settings.
If on the other hand you are using a multicategory menu item then these settigns are located in the menu item's settings.
