Sorry, but made several time ctrl+F5, even cleared cache but without any result. In version 2.8 and 2.9 appears, after updated again to 2.10.2, disappears. Tried in Mozilla, also missing

I'm sorry but I can't replicate your issue.
Open your browser's dev tools and switch to the console tab - then check for any errors and let me know. A screenshot would also help.

In the meantime you can access settings from Joomla's Global Configuration, as all components are listed on the left menu there.

Thanx a lot! I have sent. And could you please help me to sort by language categories whem adding an article? fir example i want first came Russian language, then others...

I'll have a look in the backend and let you know in a while.
As for the languages, just re-order them as you want in the language manager and if Russian is your main language, mark it so.
