I used the Rochen Joomla installer to setup my J3.1 site. They recommend their auto installer for performance and security.

In the .htaccess file the auto installer generated, this line:
RewriteRule ^(cache|includes|language|logs|tmp|libraries/joomla|libraries/phpmailer|libraries/phputf8|libraries/simplepie)/.*$ index.php [F,L]

was blocking all access to the "cache" directory.

It never occurred to me to check the .htaccess file but I will remember from now on!

I just wanted to let you know that Rochen blocks all access to any "cache" folder if you use their Joomla installation scripts. You have to go remove "cache" from the list of directories in the RewriteRule.
