cann't translate "You are viewing the image with filename.." to chinese[SOLVED!]

cann't translate "You are viewing the image with filename.." to chinese[SOLVED!] was created by lechong1
First I copy "en-GB.plg_content_jw_sig.sys.ini" and "en-GB.plg_content_jw_sig.ini" to /administrator/language/zh-CN folder
then rename this two files to "zh-CN.plg_content_jw_sig.sys.ini" "zh-CN.plg_content_jw_sig.ini"
then edit  the content "zh-CN.plg_content_jw_sig.sys.ini" to chinese.

NOW backend already changed to chinese but content after ; FRONTEND  all not changed.

How to fix it?
