Is the issue present throughout the front and backend or are some parts translated?
Can you upload the language pack in a Google Drive or Dropbox folder?

Dear friends. On fine established K2. You did everything right. Site translated, the administration panel, but as shown on the screens. No third-party language is loaded in joomla 3 admin panel. Need your help

On the first screenshot K2 seems to be translated, is this from a different installation?

First I show that transferred, I click on the menu items K2 and displays the original language settings on all K2. It turns out that the translation to the menu is not activated and all that is associated with the internal settings of K2 and its content.

Same as my site. It is a Turkish site, but deffiniately same problem.

This is the solution for Turkish language. I atteched it. The problem solved with editing admin language files.

Can you point out, what you did so that I may adapt it to the German site as well?

Ofcourse I will glad to help. Edit any line includes _QQ_ for your language in admin language files. Find and replace them. I used notepad ++. Open files with notepad ++ and replace lines in it. For example : if there is a line like this :
"\\"_QQ_"CATEGORY_NAME_HERE\\"_QQ_" item removed" replace it like:
"item removed"
In short way
Delete all words including \\ and QQ.

Then ofcourse save and upload files via ftp to your language directory in administrator/language/ Use a ftp program like filezilla or win scp for uploading. Be sure upload to the right directory. for example mine ; administrator/language/tr-TR. That's it.
