No, that isn't it either. I already made sure that all the files are lowercase letters and/or numbers with no "illegal" characters. But thanks for the comment (because when I first installed SIG months ago that was an issue).

Check "admin tools" for server protections in the htaccess generator...your exemptions for php or js files...maybe your server protections using .htaccess are blocking this from working...

Bingo! There was an errant setting in the htaccess file which, when removed, solved it.

Thanks for pointing me to the obvious!
